Plus one on the cork method! It's natural,  structurally closed cell, the 
surface can be sealed with a coat of shellac and is lighter than 
manufactured spacer materials. Yeah, it's not necessary if your frame's 
stay bridge can be reached with a couple stacked  leather washers for 
optimal fender line. 

Personalization possible via choice of product originally plugged by your 
fender spacer and its imprint, as the Deacon points out.
