I don't have a Cheviot, but there is a Betty Foy in the family stable.
I am running Hammered Honjos on my 650Bx42 Rivendell step-thru, but it is a
Rosco Bubbe, with cantilever brakes. Here's a photo of that:

This is pictured with Hetre EL, but I've run the same bike with Babyshoe
EL, and it's currently running STOUT Force Field Fatty Rumpkins. As you
can see there is a ton of room, due largely to the cantilever brakes and
due in-part to the fact Roman designed the bike to fit ~2.1" tires.
I have Tektro 559 brakes on 3 bikes today, and have used them on 3 other
bikes in the past. It is my opinion that the maximum tire size to fit
under Tektro 559s with fenders and sufficient clearance is 38. I've made
it work with 42's, but it was too tight for my comfort. I've decided, for
myself that 38s with fenders is good enough, and 42s without fenders is OK
too, for any bike that used Tektro 559.
I have never converted 559 brakes to Paul Racers to try to help with 42s +
fenders. I assume it would help. I don't have an opinion on whether the
clearance would be good enough for my comfort.
