Fenders will not protect you from getting wet in the rain, no matter where you live. They do prevent road schmutz (and excess water in shorter rides in non-monsoon conditions) from being deposited all over your shoes, the bottom portion of your legs, your back, your drivetrain, and any pals that might be riding behind you.
