I made a tool roll out of those cheap-o Home Depot canvas tool belts. I sewed several little compartments in it. Took about 5 minutes. I generally store it in another bag, but it is a super cheap solution. Wouldn't probably work as well under a saddle as a waxed-canvas tool roll, though.
