It'll depend on the size of your headset and the type of brakes you're using.
I used a B&M mount that way once, when I had side pull caliper brakes. It worked but it was much less than optimal. I had to bend the arms to clear the bottom of the headset and the top of the TRP957 brakes. I'd guess the cantilevers or center pull brakes would've made this slightly easier.
