Huh.  I haven't installed mine yet, but a big part of why i got it was to 
eliminate the unsettling "flex" (torsion) I've had with my bosco bar.  If 
you're sure it's rotating inside the swaged clamp band rather than metal 
actually twisting beyond and outside of the clamp, you might try Sheldon's 
trick of squirting loc-tite in there.  I had to do that with the bosco as well, 
and it worked well.  The billie will have even less leverage to resist.

I think the new manufacturing method was using a hybrid combination of bulge 
forming AND swaging a collar at the clamp area, rather than one or the other.  
I'd been expecting and hoping for the same construction as the bosco, with 
straight 22.2 bar throughout and a thicker clamp collar.   I have no idea why 
that would have led to tollerance issues in this first batch though.
