You can still get those on Amazon.com.  Saw them just the other day.  Not sure 
what the point of a reflector that will be blocked by your rim is, but it makes 
for a little sparkle if nothing else...

My memories of hub shiners goes even farther back.  When I was kid in the 60s, 
we put things like this on our hubs.  They made them back in the day out of 
vinyl; the nicer ones had a button reflector on them.
