I have two Joe Blows, that work well and are in your price range. These are my two go to pumps.
I also have two Silca Pistas that are both over 30 years old and still going strong but they are not better than the JB's. I keep them for nostalgic reasons. Plus, I think they fit the Rivendell ethos a little better. Last I have a Lezyne CNC Floor Drive which is out of your price range and has the worst possible head ever designed. What a hunk of crap. I never touch that thing. I am going to try their latest head design but it is on back order in Canada. I have never tried to the SKS pump but it seems to be well liked here. A couple of weeks ago I needed air and went to a Specialized dealer and used one of their floor pumps in the mechanics area. I don't know what model I used but it was simple the best pump I have ever used.
