It's not clear who in this 2014 thread you were directing your question at. It definitely wasn't aimed at me....so I'll answer! :)
My sense is that it will "fit" in the sense that it can be installed and the wheels can be spun without rubbing. It will not fit in the sense that there will be what I regard as an appropriate amount of clearance. I ran my 650B Waterford era Hilsen with 650x38 road tires with fenders. If I went any wider or if I went with knobbies the fenders came off.
