One way to solve this for automobile drivers is to limit bhp to no more than 50 for a full-sized sedan equipped to carry a family of 6, and 30 for a compact until one has scored a sufficiently high composite number built from IQ, age, years driving, sex, family status, number of dependents, driving record, music listened to, and hours of television watched per year. Showing serious interest in national politics would immediately reduce your score by 40%.

Or, you could just have someone walk in front of each automobile waving a large flag or carrying a lantern to warn bystanders of the vehicle's approach. https://en.wikipedia.org/wiki/Red_flag_traffic_laws

More seriously, cars just have too much hp today for the average idiot. I know that I myself was very many times saved from my own stupidity as a youth by driving cars with limited bhp.

No kidding.  Back in the 1960s, the heyday of the American muscle car, 0-60 in 6 seconds was amazingly fast.  And we're talking roaring, smoking beasts here, all-out high performance factory hot rods.  Now, the 2020 750i BMW luxury sedan will do 0-60 in 3.9 seconds, which used to be regarded as supercar time.   A Mercedes wagon - not the AMG high performance model, but the ordinary E450 luxury wagon, will do 0-60 in 5.1 seconds.
