Bob: That 165 mm dimension is correct. No way to get to 180 mm. The Duo is meant to straddle the fork leg and thru bolt at a mid fork eyelet. Others may have done it but I don't think it will work with a P-clamp. One option would be to add another pair of eyelets at the 165 mm distance, but that damages the paint. I've done it on my Atlantis but endure criticism from purists who are aghast at the amount of Testor's modeling paint it took to cover up the damage.
OTH, Tubus' Tara rack can be mounted with a mounting fitting that Tubus makes specifically for eyeless forks. Unfortunately, that set-up won't work with the Duo.
