If the OP can get the Tubus silver version that would be preferable to powder coating over the black.
Tubus powder coat is very good. I have managed to get a couple nicks in the black Tubus rack I have on the Bruce Gordon (I donated that Trek to a charity auction). It still looks pretty good. Maybe I am just not lucky with paint.
