Not especially, if I ride through mucky areas, I use my water bottle to spray them off once I arrive where I'm going to keep them "clean" or free of debris. Requires a bit more braking power or longer stopping time, but not huge. Rim brake pads don't suck up contamination like disc brake pads do and thus become wildly ineffective after getting gross. I also tend to pick up my bike(mainly the rear end) a few inches and drop it a couple times to shake any excess water off before bringing it inside. That tends to get the really gross muck off the frame.
