You can, or could, get NOS steel chainstay protectors a few years ago on
eBay. I found a couple from a US seller.

The closest thing I found just now on a quick search is this, UK and
aluminum:

Long ago (I was 16 or so) when a heavy 1/8" chain on a smallish ring and
cogs with lightly sprung derailleur cage would bounce on the stay over
bumps, I cut a "silver" cs protector out of the "tinned" inside of a tin
can, with tabs on each end to bolt it under the stay,  It looked good (or
so I thought then) and worked well.
