Ryan - yes, it's a saddlebag support. Nitto R20 canti; made for 26" wheeled 
frames. I've grown accustomed to primarily running transverse-style bags 
(front and back) instead of racks and panniers, so this was a cute little 
buddy that I felt this bike wouldn't be complete without.
