Jim, it’s a Steerstopper - a device to brace the front wheel so the bike 
can be leaned without a kickstand. Roadinis don’t come with a kickstand 
plate, and I haven’t found the sandwich plate kind very satisfactory on 
that bike, they tend to loosen despite my best efforts
