Jon Neugent has by far the lightest wheels within your price range. His website isn't very good, but his wheels are solid. Occasionally Ritchey will have a sale on their wheels which brings them down to a very good price. (I got a pair of Ritchey Logic Disc wheels for my wife's gravel bike for $300!)
