I went through a similar search not too long ago and ultimately landed on an Axis <https://missionworkshop.com/products/axis-modular-waist-pack?variant=40086766059629> by Mission Workshop. It's very good but not perfect. Getting to items stored towards the top of the bag while riding can frustrating because you have to pull the fabric back a bit.
