That seems like a big adjustment to me--maybe Riv could tell you for sure wheather it'd be safe or even adjust one for you at point of purchase.
If it were me, I'd look for frames spaced to fit the hub, if the hub is central to the goals you have for the bike build...I'd think there would be quite a few options among the 29/singlespeed frames out there!
