Fork judder is something that plagues cantilever bikes with light forks.  A 
brake booster will stop it.  A rack like a Nitto Mini or a Mark's Rack might 
change things enough to stop it.  You might get good results with different 
pads (e.g., Kool Stop salmon pads).

My 26" A/R doesn't seem to have this problem, but I have had a couple of MTBs 
which had a lot of trouble with this.
