It probably means your front brake is not exactly centered, AND that the bolt could use a little tightening. I'd recommend the following:
1. Loosen the allen bolt mounting the brake to the fork a bit, so the brake is loose enough to shift easily side to side 2. Pull the brakelever and strap it in that squeezed position, like with a velcro legband or have a friend hold it tight. 3. Snug up the allen bolt medium tight. 4. Remove the strap and make sure actuating the brake doesn't move the rack or the front wheel 5. If it's good (centered) tighten a little more and repeat steps 4 and 5, until you are good and tight 6.
