I've ridden many times at night on Diablo and the parks surrounding
it. The only other people I've seen are night riders; I guess night
hiking isn't as fun.

As long as you keep a low profile (no fires / no loud music), it's
highly unlikely you'll attract attention.  And given the state budget
issues, I don't think they're spending much for night ranger patrols.
