I was wondering the same, unfortunately a 700c-to-650b conversion seems
unlikely with those Paul brakes. Does anyone know of a brake that would
work ?

To go from 559mm rim to 650b (584mm), brake pads move 12.5mm up.
To go from 700c (622mm) to 650b (584mm), brake pads move 19mm down.
Assuming all else is the same, pads need to move 31.5mm down from their
position in the photo, but there seems to be not that much room :(
