I don't live in Flagstaff, although I've traveled there on numerous occasion (not on bike related trips). Flagstaff is definitely a mountain bike haven, but there's many bike shops in the area and I'm quite certain your friend will have no difficulty locating one that suits (here's a possiblity: http://www.flagbikerev.com/ ).
