The baskets Riv sells are just the basket... no struts or attachment 
hardware. 

The Soma Porteur Rack is a nice rack. I don't own one myself but a buddy 
has one and uses it to support his basket. It seems like a great rack. The 
one thing I'll warn you about is that the SPR comes with hardware to attach 
to the axle. My buddy did a hack so it attaches to the eyelets instead... a 
better set-up in my opinion. I've never paid much attention to how it's on 
there but my buddy has a light mounted to one of the vertical struts. 

I would consider an SPR if I need a front rack.
