I had a clearcoat (Riv called it Raw Clear Powdercoat) over bare metal Bombadil http://www.flickr.com/photos/37542512@N04/4249456177/in/set-72157624552118742/ , which has now been repainted http://www.flickr.com/photos/37542512@N04/4815169169/in/set-72157624552118742/ , as it was showing some rust under the clear. But I would note two things: (i) my bike was being stored within 30 feet of a salt water back bay, and you can't get a much worse environment for a steel frame than that, regardless of whether it's painted, color powdered or clearcoated; and (ii) the rust didn't look bad, in fact it was pretty cool - I just got a little panicky, probably because it was my first foray into the higher priced steel frames, and I didn't want to take a risk. In retrospect, I wish I'd left it - it looked great.

It is clear powder coat. There have been some reports (archives?) of surface rust showing up under the powder coat. Clear coat as used over paint would be much, much worse.
