Might be difficult to do the conversion... >From 700C to 650B, you'll need to drop the brake pads by about 19mm. That appears doable on the front but the rear brake is already mid-slotted so that may be problematic. Furthermore, the current brakes look to be Dia-Compe Mod 750. These brakes have one of the longest brake reaches (of easily obtainable brakes) so it may be difficult to get a longer reach replacement.
