What constitutes an upgrade to you? Lighter? You can look that up on the web. Stronger? You won't break either crank. Prettier? That's for you to decide. More functional? As noted by others, if the Sugino fits the chainrings you want and the Ultegra doesn't, that sounds possibly like an upgrade. Faster?
