Roadeo is spec'ed for maxing out standard long-reach brakes (47-57mm) with 
a full ~57mm of reach.  A number of manufacturers make brakes of this reach 
(Shimano, Tektro, Dia-Compe, VO, Paul, etc.), and pretty much with any of 
these brakes you're going to be able to get a full 28mm tire and fender 
under there.   Riv has also discovered if that you use the Tektro 
"Bigmouth" 47-57mm brakes you can get a Jack Brown and an SKS 45mm fender 
in there, since the Tektro's are designed for maximum clearance.  I imagine 
that you could do the same with the Paul Racer Medium centerpull.  However, 
if you were to use something like the Shimano 47-57mm brake, which has 
thicker, stiffer arms for better braking response, you probably wouldn't be 
able to fit both the 33mm tire and fender in there.  

So I think you can take the Roadeo copy to mean that it is designed to take 
at least a 28mm tire + fender with pretty much any brake that will reach 
the rim.  Depending on brake selection, you can get up to a 33mm tire + 
fender.
