Actually, this is a fairly common design for single-wall rims. With such rims, you don't need rim tape that goes from wall to wall, just one that is wide enough to go between the two "hollows" and cover the spoke heads. That provides a somewhat even platform, but in any case I doubt it has any significant effect on tire performance. Tubes are flexible enough that they fill pretty much any space without any problems or change in feel, for a given tire pressure. As far as I know, the only rim parameter that does change how a tire will "feel" is rim width, as this changes the profile of the tire significantly.
