I'm not sure how far back Joe Bell paintjobs go, but those decals are definitely more recent than 95/96. The earliest Rivs had solid paint, the downtube decal was speared, and I don't think there was a seattube decal at all. There's a yellowish A/R recently posted here which shows this.
