Actually, one layer of inner tube doesn't do all that much or, I should say, it did little for me: I did this several times on off road bikes, both drop and M-bars, one wrap of (thicker mountain bike) tube under standard padded tape and under cloth tape, once. I think you can find better padding than inner tubes or, at least, you will have to use several layers and wrap loosely.
