Thanks, Jan. You have accurately summarized a troublesome situation. In the dumbing down of nearly everything in the US I am concerned that mandatory bike paths may become the norm without regard to the fact that for most cyclists they are not safer.
It is the American Way to come up with an oversimplified solution to a perceived problem and then mandate that as the one-size-fits-all answer. I am often instructed by motorists to "get on the bike path" when I ride in the street alongside a mixed-use path. The idea seems to be "We spent all this money to construct this bike path for you damn cyclists, now use it." The Motoring Public is not ready to accept the fact that bike paths are not safer.
