In most/all states that have sales tax, you are supposed to report out of 
state purchases and pay taxes on them, as Michael H scrupulously does in 
VT. People who order out of state to avoid taxation are breaking the law, 
though enforcement is almost non-existent. I have had customers ask me for 
discounts to offset the tax they'd save (illegally) by ordering out of 
state - of course, that doesn't save me from having to pay the tax at the 
end of the month...

As a small operation that does some mail order, I don't care to file sales 
tax returns on every out of state sale. Compliance would be much less 
complicated if it was just a federal alternative sales tax. Let the IRS 
sort out which states get the $$$.
