If you are not hugely sloppy, you can shift 9 easily with friction shifters. My bar end Silvers shift 9 wonderfully, and it's a home-brew with the ramps mis-aligned, and I had the same results with a similar home-brew with SunTour Bar Cons. I've shifted stock 10s (ramps aligned: Am Classic 11-23 and Shimano 12-27) with Retrofriction down tubers.
