My set-up is an Acorn Rando bag on the small Nitto front rack, leaving the 
handlebar free for other clutter.  I always a rear rack, even though it's 
usually empty.  I think of it as one would the trunk of a car.  It's always 
available if needed & I can easily toss on a pannier or 2 without planning.
