Actually, those are the ratings provided by Nitto. They are notoriously conservative. I think Grant wrote about that on a number of occasions.
To (probably mis-)paraphrase, they derive that weight from a set of testing cycles that far surpass anything anyone is going to subject it to in the real world. I stand by my direct experience on the Mark's Rack (as well as the Mini-Front (mid-fork, single-pole-into-crown mount)).
