It looks like Viva to me - the color that Jitensha calls "light blue". I snarfed up several rolls at the Rivendell shop when they were closing the Viva tape out in favor of Newbaum's; if my memory is correct, Riv used to call it "medium blue". Jitensha still carries Viva in that color:
