Used to live in Vermont. By far, my favorite riding gear I have ever purchased is a Marmot dri clime windshirt. I wore it on all but the coldest days of the winter (i.e. anything above 15 degrees F) and found it to be an amazing garment. It's like magic.
With a merino long sleeve underneath, you are good to go. Blocks the wind, keeps you warm but not overheating.
