My fingers get cold fast so at 35°, depending on wind and precipitation, I'm heading to mitts. My all-around favorites are a pair from Outdoor Research that I find useful beyond their apparent insulation. When really cold, <20°F, the pair I wear is an original PI Lobster claw, the really puffed insulation ones with a higher gauntlet than the subsequent ones. Nice, roomy, well insulated loft on the backs, articulated construction so I don't waste energy closing my hands against "built flat" construction just to lightly touch the bars and thin but effective insulation on the palm side.
Overkill perhaps, but fingers frostbitten once in my youth always let me know to do better.
