OK, so the Blug said that lug lining is totally something you and I can 
do.  In describing the CHEVIUT:

"The lug fills are blue. Not all lugs are filled, but you know what? It’s 
not hard to do; absolutely is a home-job. A drop or two of nail polish or 
model paint, and bazinga!"

Then, the current issue of Bicycle Quarterly has an article describing 
exactly how to do home lug lining.  

Add to that I'm doing a Resurrection on my Pop's old Windsor, which has 
very snazzy looking faux-Nervex curly lugs.  

So, I did it.  DIY lug lining.  Tonight was coat one on the fork only, just 
to get familiar with the materials.  My results are kinda sloppy, but it's 
really fun.  I hope my hand gets better with practice.  Here's an AFTER 
shot of the whole fork:
