That's pretty much all that tires are. There may be various added options like Schwalbe's blue layer under the tread, a kevlar strip under the tread, etc., but the essence of bike tires is naught but fabric and rubber a la John Dunlop. For that matter, this is the case for airplane, car, truck and motorcycle tires.
The modern ugly trend is for all black rubber on bike tires, which I have been able to avoid so far.
