This has been somewhat of my experience as well, though mostly on hills. 
I've been too lazy to try out the 8sp cassette I've had sitting around 
for... a very long time, so I've just gotten used to shifting early or 
going an extra click and trimming.

Data points: SunTour ratchet bar-cons, Shimano (HG?) 9sp 11-32, Shimano XT 
medium cage RD.
