That's a pretty big difference in tire size.
650b x 42 mm = 668 mm diameter
700c x 45mm = 712 mm diameter

Difference of 44mm diameter, 22mm radius.  So you'd have to extend the
stays 22mm.  You probably don't have that much extra length on the stays.

With longer stays, you probably could make the P50s fit; they're pretty
flexible.  But if you're buying new stays you might as well buy new fenders.
