I used 12.4-STABLE when I did my research on this :)
A quick workaround is the following
echo 'ldconfig_paths="/lib/casper ${ldconfig_paths:-}"' >> /etc/rc.conf
If anything, I would prefer to consider this hard-coded on ports/ports-mgmt/pkg
side...
