Have a look at http://win-builder.r-project.org. It does not produce the binaries for Windows on CRAN, but it is a similarly organised 'test environment'. For as long as you do not depend on external libraries (as RQuantLib, RPostgreSQL, RProtoBuf, ... do) you are golden. 32 and 64 bit test builds.
