As I understand, it would still be an R package, on CRAN, at least this is
certainly a possibility.

The idea was about putting the headers into *every* package that uses Rcpp,
and then these packages don't have to specify LinkingTo: Rcpp*, and they
would be completely independent of subsequent Rcpp* releases.

But maybe I misunderstood.
