This is getting off topic as it has nothing to do with Rcpp -- Rcpp works with OpenMP if and when OpenMP is configured. You have an OS X issue; maybe the r-sig-mac list would be better (or some off-list traffic). If you come up with something actionable we can maybe add it to the Rcpp FAQ.
