Rcpp 1.0.4 is now on CRAN.

The pre-release requests for tests seem to have been only mildly successful
as we are already two tickets, and PRs, into 1.0.4.2 which you can find at
the Rcpp drag. It fixes, respectively, an issue on macOS caused by the last
large PR pre-release, and an inability to build on the already old R 3.3.*.
