i am told, at least for Ni CAD / NiMH batteries, that it is best to
discharge them  completely, before charging them, and it is best to do it
with a little 12 V light bulb- not a quick discharge like wiring them to a
motor, for example.
 Three cycles of slow discharge and charge will increase life and overall
performance and perhaps you won't have these incosistencies.
